Darwin/Stevenson Courtyard Food Kiosk

Deborah DuVall informed the committee that a public hearing had been held on November 12, 1998, to solicit input from the campus community on the construction of a small food kiosk in the courtyard between Stevenson and Darwin Halls. The committee had seen the design at the October Campus Planning Committee meeting and had asked Ms. DuVall to solicit this input. The public forum was held and no negative comments were heard on the concept, site or design. The committee was informed about the results of the forum and was asked to approve the project electronically. A majority of the committee approved the project and construction is scheduled to begin as the weather allows.

Proposal to Name the Native Plant Garden

President Armiñana stated that he had received a proposal from the Environmental Studies and Planning faculty requesting consideration for naming the Native Plant Garden. He asked that the committee put off the consideration until the new policy and procedure, that was being developed by the Chancellor's Office, was complete and approved. Approval was expected at this year's March Board of Trustee meeting. Until that time there is a moratorium on the naming of either facilities or programs. Steve Orlick asked that the proposal be considered as early as possible.

Approval to Install a Traffic Signal at South Sequoia Way

Deborah DuVall reported that the Final Report on East Cotati Avenue Traffic and Signal Warrant Analysis has been completed and distributed to CPC. If the concept was approved by the committee, the next step would be to distribute an Initial Study/Negative Declaration for public review.

The study intersections were Construction Road, Sequoia Way and Cypress Drive in two scenarios: Existing before the closure of Construction Road and impacts to occur after the closure. With Construction Road open, the three intersections operate at a LOS C or better during the peak periods except for the left turning movement from southbound Sequoia which operates at a LOS D and F during peak periods. Once Construction Road closed, South Sequoia Way drops to a LOS of F

Based on a warrant analysis installation of a traffic signal at the intersection of East Cotati and Sequoia Way is justified under both existing conditions and after closure of Construction. Sight distance along East Cotati Avenue is adequate in both directions at all three intersections. No changes in roadway geometry will be required to accommodate the existing plus diverted traffic.

The study recommended that a traffic signal be installed, that it is not necessary to construct additional lanes on either approach. The committee approved this recommendation unanimously. Joe Latulippe recommended that the committee also study the intersection of South Sequoia and Redwood Circle as part of the Master Plan Revision.

Procedure for Campus Review of the Proposed Master Plan Revision

Deborah DuVall outlined the process that she and Tom Jacobson had developed to get more consultation and input from the campus community on the proposed Master Plan Revision. The process calls for data gathering during the months of February and March by conducting work sessions/focus groups with delegates from the Academic Senate, the Associated Students and the general public. An adhoc committee of the CPC would then interpret the data and present it to the CPC in April. The Draft Environmental Report would be composed at the same time with completion scheduled June so as to include the input gathered from the community. The schedule calls for completion of the EIR in November 1999 and approval by the CPC in December. The Final EIR would go to the Board of Trustees at either their January or March 2000 meeting.

Natasha Littletree asked if consideration had been given in the Master Plan to building a parking structure on the campus to supply shelter from weather and better security. Deborah DuVall stated that parking structures had been considered, but at this point, not included because of the high cost of parking structures compared to surface parking. A parking structure costs approximately $7,200 a space, whereas a surface lot, $1,400 a space. Alan Butler remarked that there was enough land currently on the Sonoma campus to build the required surface lots for the expected population.

The committee agreed to the procedure outlined for gathering more input for consideration in the proposed Master Plan.
