Educational Policies Committee (EPC)

Charge

The Educational Policies Committee shall have primary responsibility over the curriculum and academic standards of the University. Functions shall include but not be limited to: (1) review and recommendation concerning all program initiation, modification and termination; long range goals of the University, establishment of priorities for resources allocations and evaluation of current programs; (2) review and act upon all student petitions pertaining to academic standards, and (3) review and recommendation of policies regarding University academic standards including grading policy, discipline, student academic dishonesty, student diversity and educational opportunity.

The Educational Policies Committee shall establish such subcommittees as necessary to carry out its charge. Standing Subcommittees of this Standing Committee should include:

  1. a University Standards Subcommittee;
  2. a General Education Subcommittee;
  3. a Graduate Studies Subcommittee
  4. Temporary GE Revision Subcommittee

University Standards Subcomittee

Charge

The University Standards subcommittee shall consider all matters pertaining to academic standards in the University. It will review and act upon student petitions of academic regulations and recommend policy regarding academic standards to the Academic Senate.

General Education Subcommittee (GE)

Charge

  1. Develop and modify the General Education curriculum of the University in accordance with Title V and applicable Executive Orders after consultation with the School G. E. committees;
  2. Coordinate the curriculum of G.E. courses through consultation with faculty engaged in teaching G.E. courses;
  3. Develop and analyze procedures for evaluation of G.E. program in consultation with School G.E. committees;
  4. Design policies in consultation with Admissions office staff concerning the evaluation of G.E. equivalencies and substitutions in the transcripts of transfer students;
  5. Update and simplify G.E. catalog copy;
  6. Report in writing all decisions pertaining to the G.E. program to the Educational Policies Committee. The Chair of the G.E. Subcommittee shall make periodic oral reports to the EPC and send minutes of subcommittee meetings to the Chair of EPC and;
  7. Submit recommendations for proposals for significant changes in the G.E. curriculum, i.e., changes in the total number of units, the distribution of units among the Schools and Departments, or involving unresolved disputes between departments, to the EPC for consideration and action. Other changes agreed upon by the G.E. subcommittee and the G.E. committees of the School (s) involved may be decided by subcommittee, subject to challenge by the EPC or the Academic Senate.

Graduate Studies Subcommittee (GSS)

Charge

The Graduate Studies Subcommittee shall develop policy recommendations on all aspects of graduate studies at the University, make recommendations to the Educational Policies Committee on proposed new graduate degree programs, consider and prepare written comments on the periodic academic reviews of graduate programs that are required by Trustee policy, monitor the quality of graduate programs, and serve as a consultative body to the Dean of Academic Programs/Graduate Studies. The Chair of the Graduate Studies subcommittee will make periodic reports to the EPC and send minutes of the subcommittee meetings to the Chair of EPC.

Composition:

Each Department with a Graduate program will be represented on the Committee by its Graduate Coordinator and there will be one representative from the Library. The Special Major Advisor and the Dean of Academic Programs/Graduate Studies will also be members of the Committee.

GE Revision Subcommittee (a temporary subcommittee of EPC)

Charge: The subcommittee will meet at least biweekly during the Spring term and will be financially supported to meet longer and more frequently during Summer 2018. Subcommittee members will be expected to consult with all University stakeholders (via interviews, surveys, focus groups, and/or other means), and regularly report to EPC as its official subcommittee.  The subcommittee is expected to communicate with the broader academic community during the development process for iterative feedback as GE belongs to the greater campus community.  As the subcommittee develops model curricula, it should regularly consult with key advising staff and administrators in order to identify potential pitfalls in advising plans, strategic alignment of budgeting and GE, and compliance with State and CSU requirements.  The subcommittee should seek out official liaisons to serve in these capacities.  Once the subcommittee’s task for revising SSU’s GE program is complete, it should be disbanded, and all primary oversight of managing the GE program returned to the existing GE Subcommittee.  

GE Revision Subcommittee Deliverables:

Task 1:  The subcommittee should elect a Chair and identify the appropriate stakeholders and establish official liaisons to advise the subcommittee appropriately about model feasibility as the curriculum model is developed.  This should be addressed at the first task-force meeting.  Academic Programs will facilitate subcommittee meetings.  The Chair will facilitate the movement of the model through faculty governance during Fall 2018.  

Task 2:  Review vision statements from the January 2018 faculty retreat and ideas from the world café exercise.  Considering this input, draft a new vision statement for the GE program.  Circulate the vision to all campus stakeholders for feedback.  The vision should be used to develop the model.  This should be delivered to EPC for discussion by the end of March.  

Task 3:  Review the pros and cons of the four GE models discussed at the retreat and consider any additional state and national programs and/or research the subcommittee deems appropriate to create a GE model for campus consideration.  Academic Programs will also supply additional materials for consideration.  Iterative deadlines should be set for campus community check-ins and these dates should be communicated in advance for the remainder of the Spring 2018 semester.*  

Task 4:  The subcommittee should incorporate, when appropriate, ideas about assessment, unit requirements for particular courses, double counting, met in the major possibilities, placement of transition curriculum, freshman/sophomore learning communities, and other currently valued GE components as they may relate to the campus GE model the subcommittee develops.*

*Progress on Tasks 3 and 4 should be reported to EPC no later than May 17th, 2018.

GE Model Development Guidelines:

  1. The GE model must account for the needs of multiple student groups including first time freshman, transfer students, non-traditional students, and part-time students.
  2. The GE model must account for the campus’ GI2025 retention and graduation targets.
  3. While the subcommittee should not allow EO1100 to drive the development of the curriculum model, they should take into account the campus need to be in compliance with the Chancellor’s Office Executive Order.
